Who's Manikandan H or has Vishal changed his name?
I was going to suggest that this was one of those cultural things again, where reposting someone else's work is seen as a way of honouring the work. However, there is a list of references at the bottom of the article none of which are the sites where the words have been copied verbatim (including grammar and spelling errors) e.g. there is also stuff from Use code analyzers in C# to improve code quality | arminreiter.com[^] from 2016 - multiple name and nationality changes!
So any charitable thoughts went flying out the window

Since it is not the first time I see @Ralf_Meier reporting an article in moderation but reports of the account not matching... I suppose he doesn't know about this forum and the report account of spammers / abusers.

Unfortunately not - I suppose it does give a member a breathing opportunity if they get "told off" once instead of being booted out straight way

In another Forum (the German SPS-Forum) I am a Moderator - there the User gives a Notification to the Moderators and after that they decide the further steps. Sometimes a User will be temporarely banned - sometimes he is deleted (depends on the Situation). Thats the reason why I supposed that my "Notification" does the same ...

No, no... you didn't do anything wrong. Just missed one more action: Report the user.
That's exactly why I "summoned" you here, so you can see how we work against the spammers, because I have seen your name in the reports list several times and I suppose you would help us fighting them.
Here in CP things work so:
- Articles, tips, blogs, Questions, Answers, Messages, Comments... All can be reported using the red flag (as you already know). If enough people report it, then it gets nuked.
Right now the numbers are: 3 reports for the Q&A, 5 reports for a forum message or an article / tip / blog, 10 reports for an user.
- This forum is a help place, where once you spot a spam, you can report it (links to offending items and to the offender in the body, name of the user in the subject to avoid repetitions). This way other helpers have it easier to hit the flag and nuke the spammers before they flood the site.
- If there is a blatant spam article, the user should be reported inmediately too. If there are a / some "suspicious" links in an article, we usually report the item only, not the author. We have some words with him / her and give a 2nd chance (sadly it doesn't work out so much as we would like to)
- Reportable offenses:
Spam --- Trying to advertise something for free (like the electrodomestics wave before). Easy to spot.
Site Driving --- trying to get clicks in another site (maybe the own Blog). Usually people posting links to not know resources to old questions.
Plagiarism --- a big NO-GO. There is a FAQ item[^] specially for it
Abuse --- We are (almost) all adults and (hopefully) professionals, so everything that goes beyond the common sense red line is not desired. These limits are difficult to define because they can be very subjective, but really obvious offenders are to be punished.
To make it easier for the other volunteers, we put the name of the user in the subject to avoid repetitions or having to click in every message to see if he was already reported.
Once a user has been nuked, then we edit (if own messages or right to do it) the message or answer it adding "gone" to the subject (as you can see below).
Do not hesitate to contact us (users in this forum) if you have any other question. But don't forget that we are just normal users, some of us (protectors) with some special rights.
@Sean-Ewington is our usual CP-Staff backup to take hard decissions. @Chris-Maunder (CP co-founder) comes by too and has the last word in difficult cases.
I hope I could explain it easily (I tend to be a bit caotic in long messages) and that you continue coming and helping us fight those buggers.
