Plagiarism is a capital offence: it you steal someone's work and say "I wrote this" then that is abuse, and your account is forfeit. Otherwise, they just do it again, with a little more care to hide the theft until they are successful.
For plagiarism, report the article, the user, and give a link to the original source.

So it might be that he is the author of the referenced page.
In such cases you should write a comment in the article forum asking if he is the author. If he can't prove that or does not answer in time, then post here.
Because accounts of plagiarists will be closed, you should only post here in clear cases.

I suspect the user is associated with the company that sells the tool.
The article is advertising a commercial component, and would therefore be considered "Spam".

It's always a good idea to say where it's copied from - preferably with a link - so that we can check and decide for ourselves. There have been a couple of times when a article is flagged as "plagiarised" and the source was the authors own blog. Without the link it's difficult to spot and fix those.

Exactly, before giving 'plagiarised' flag, I always go and check if the article is REALLY copied from other sources or it is from authors blog
