What sets this apart as spam rather then a project (I always struggle with these)?

I was wondering the exact same

I wasn't sure either. I was just following the lead of others.
But then it was submitted multiple times, and its quality seemed dubious. Lots of images at the end that seemed gratuitous. If we got it wrong, which occasionally happens, they'll probably ask why it got closed.

Apparently he was getting some kind of error when he was posting, hence the multiple submits. I've also attempted to explain to him how articles/projects are supposed to be structured.

If something has a solution... Why do we have to worry about?. If it has no solution... For what reason do we have to worry about?

Seems that it's now re-posted. However, I reported as 'incomplete/unclear' but it seems that there's no way of posting a message about the reason for the report. Only text 'Comments are only available once an article is submitted for publishing.'
A bug?

Two links to his paid-for product in paragraph three. (And a link to the execrable Nick Cage as well, but that's not technically spam.)
