VS has a wealth of things you can do at design time, including displaying a control differently.
I'd start by deriving new controls from the existing Button, TextBox and so on, then start reading here: Walkthrough: Creating a Windows Forms Control That Takes Advantage of Visual Studio Design-Time Features | Microsoft Docs[^]

Can you read the settings file at design time? Not sure - you may have to use a different file instead, I haven't tried it.
