did you check whether the IIS working process has previledge on that folder which loads the Report.

Also check whether Crystal Report component is loaded correctly. .NET 2003 is very old now(at least for 2008 Server). I never tried to work with .NET 2003 in Windows Server 2008, but I think this would be a problem of website configuration.
