ur using the username to login as "administrator" or <yourname> . if not using administrator then did u set the password for administrator.

Download a Linux boot CD like Knoppix, that should have tools for accessing the drive and maybe resetting the password.

Not true.
For years now, reading access to NTFS is possible.
Write access is possible with anything newer than, say, a year or so.

Try to check Bart PE[^] in order to run on a Live CD and reset admin password.

you can save u r data by simply using Linux Boot CDs u mount u r ntfs or fat which system u r using then simply that data
or attach u r HDD to other comp check u r partition there & copy imp data from there

Yes, thank you for your comment. The other method is attach this hard disk with the other machine and navigate to C:\WINDOWS\system32\config and C:\WINDOWS\repair folder and delete the sam file.
Then take this hard disk and try to run windows again. All user account are gone and he will need to logon with Administrator user account with a blank password. But doing so will lost his previous user account and all of permission that grant to the previous resource need to be reassign. But I do not recommend this point to him/her.

Yes it can be done, I have done it as a test, you will need Knoppix to read the disk.
I am sure you would find this googling, but as a hint look for, with the quotes

Does anyone know how to stop windows xp from attempting to get all the attributes and a screenshot of a video file when I click on one? This is fine normally, but my old desktop/server is getting old and I want to be able to open videos without the whole machine lagging (running lots of other services in the background).
Google was no help and going back to classic explorer view didn't change anything either (no more screen shot but it still sucks all the stats off the file).

One thing you could try is to set the directory type to "list". This should at least stop the previews. Other then that you can turn "Thumbnail Cache" off "Tools->folder options->View->[]Do not cache Thumbnail", but that might actually slow you down.
