It is possible that the DOM parser of the browser modified the contents of the HEAD tag, by adding tags or moving tags around. You should not trust that just because it is the second tag in your HTML code that every single browser will parse and generate the DOM tree the same way.

To verify this you could use the 'Developer tools' in IE7+ (hit F12 and explore the DOM model), or use something like firebug in firefox.
