Then we should change this system so that the servers are not fully occupied.
I have exact ideas how it should look like:
1. There has to be a list of programmers that want to join a dev group.
2. There has to be a list of planned projects. Not everybody should have access to it, you should have to propose the project to kinda "moderator" so he can add it and pay attention that there are not too many of them and no duplicates.
3. The projects leaders will choose their members from the list.
4. The projects starts and the members of that project have private access to the source codes and a secret developper forum.
5. (optional) A public discussion forum for the projects.

The thing about this is... SourceForge already does this. I mean, that's kinda the whole point of it. CP has a different focus (articles vs. projects), and seems to be quite good at it - why change?
That said, CP does allow collaborative articles w/ attached forums, so there's no reason why collaborative projects can't have a presence here. I strongly suspect that with the publication of "Official" CP code licenses (or guidelines for the construction of such), this sort of use will take off a bit more.

So.. the Admin (Chris and guys) can move the thread to relevant forums... whenever you find that the the thread belongs very well to other forum.
Atleast it will allow others to answer if it is in their forum
(I noticed this in some other 'nokia' forum, where the admin moved my message and replied to my message about the 'message moving' process)

At present we simply don't have the capacity to spendi all day every day watching and moderating forums.

You shouldn't need to spend all day watching the forums. You have about a million volunteers to do that for you.
If one of us notices a thread that's out of place, a quick email should suffice to let you know where it is.

Reduce the pains of compiling the mail by providing a button "Report To Admin" - that mails to the admin(s) for that forum

Why bother?
Any wrongly posted threads soon get voted down and rarely begin a conversation thread large enough to warrant moving.
I'm sure that the CP team would move any wildly inapproriate thread if notified about it, but the CP members are very good at policing themselves.

How about the idea that the forum page refreshes itself after certain amount of time say 5 min.
It would be nice to see new messages every five min, like a feed

Hmm. Chris and the team just get the site sorted and you want to introduce something that would grind the system to the halt again!
We currently have 4101 users online, imagine 4101 users making database queries every five minutes to refresh the forum.
Not to mention how irritating it would be to be half way through reading a thread only to have the page refresh.

yeah true, i guess that would degrad the performance of the CP. Well then i guess i have to develop my own logic to refresh the page after certain amount of time.
