I've just noticed that it may be because I'm following myself, for some strange reason...

I got two down votes in Q&A this week. One of them I actually expected - as I gave an answer that was good naturedly cynical. Actually, it caught some upvotes, too. This type of downvote is not a problem: you know what you post and someone might not be amused.
The second, however, was to one of four answers. A commentator noted all the downvotes. They assigned blamed (w/o evidence) and were corrected by another comment. This, however, is what triggered this suggestion.
How about a little AI-ish routine that looks for downvote patterns that are highly likely to be of the drive-by or vindictive nature? If such a pattern is observed, a human can take a look to determine if it's honest comment or someone who needs a bit of a spanking.
The idea is not to have anyone dissuaded from an honest downvote - but at the same time to protect CP from what is basically vandalism.

Was this the question?

Yeah, I got downvoted in that one too. It's a fairly high-rep user because it was a 16-point downvote. Whoever it was, they downvoted all of the answers.

Yeah - I noticed the size, too. That's why an AI of some sort might take notice of this type of behavior. It may be that, if the overhead's too high, it doesn't run all the time.
Just knowing it might be running is often a good deterrent.

You don't really count the points - it's more of a short-term thing. Shows agreement and disagreement. If you look at it in the that manner, rather than the totals, it is useful.
Also, like it or not, it gives you a bit of a reading as to who's who in the sense that once you're getting into the 10K range you've shown your not just passing through, but are, part of what is somewhat of a community.
Rhetorical Questions: Do you ever note points on a poster? If so, why?

There will be people that both agree and disagree with you. So? Every once in a while on this site someone actually agrees with me so I know it's possible.

As for who cares? If I post something that's funny, it's nice to know if others think so, too. If I see something very clever or funny, I like to show some appreciation - without always having to mouth-off with a followup, or worse, an emoticon (except for , of course). There's even a bit of bonding as regulars pass arbitrary markers, such as 10^3, 10^4, 10^5, and even 10^6.
Perhaps it's just a measure of time wasted - or more probably - time well spent.
At least for some of us, there's something pleasant about laughing in good company. No one compels you to vote or look at scores.

I've found that people aren't real tolerant of humor or sarcasm in Q/A.

That downvote was only mentioned as a method to show I'm tolerant of downvotes, per se.
The downvote on an answer where a downvote made no sense drew my attention; yours too; and got me thinking that there's a potentially identifiable pattern to that behavior.
Meanwhile, now I'm contemplating fratricide (i.e., offing another IT member or two). That's the only cure for stupid that actually works.

Training it is the trick
We do have a system that shows when someone's going overboard with the up or down votes, but then you get someone genuinely giving great items a great rating, or another person genuinely downvoting poor material.
It's tricky.

That why a final human arbiter. One easier part of the training would be the time gap between the votes, particularly down-votes.
I'm stingy with up-votes; very stingy with down votes. There's at least one person here who upvotes every response to their posts as policy. I guess this confirms your "Training is the trick" - but it only need get close if humans oversee it - and hopefully it won't be going off very often.*

I provided an answer that gave the OP what he asked for, yet the question was closed. I think the closing of the question was premature.
IMHO, closing a question should not hide answers that were provided.
