Block device to access internet while connected to personal hotspot

I have a android device and It connect to internet by Ethernet.
I enable Portable HotSpot and I want to stop devices that connected to it ,from accessing to internet. Thanks for your help.

What I have tried:

I have tried Mobiwol(firewall) to do that but it din't work

Are you trying to allow some devices (yours) to use your hotspot, and stop other devices using it?

no I want to allow devices to use hotspot with no internet access

On my Android devices, I can enable Wifi Hotspot and switch off Mobile Data. Does that combination do what you want?
