How do I create an app that is capable of answering the user's questions from the database ?

i want to create an application where the user post certain stuff about a specific topic and the app would be capable of asking questions and interact with the user till finally the app would answers from the data base, which programming language should i use ?

What I have tried:

i am clueless and i have not tried anything.

Use any language that you are familiar with: C, C++, C#, Java etc. All of these can interface with databases. A Google search or CodeProject article search will find lots of useful information.
