Can any one provide me with an exe program to make my pdf file downloadable only once? If the mail is forwarded by my recipient, it should not open to the second person.

Unclear. Are you attaching the file to the email? Or sending a link?

In general terms, you can't.

If you're sending the link to a person in an email and they forward that link to someone else, you can count how many times the link was clicked if you have control over the server-side code where the link goes to and prevent a second download there.

If you're sending the PDF in an attachment, you cannot control how many times the PDF is opened.

Now, another problem you seem to have not considered. What if the initial "download" of the PDF fails and the user has to re-download the PDF again? What if they lose it?

Now your "requirement" is working against the customer using the PDF.
