How do I need to write an expression

HI,



In ssrs reports i need to ellaborate and evaluate the expression basing on the below conditions:



1. Modify the Comp Model Summary and Provider score card reports to show 100 % when the Patient Portal Enrollment(Measure 22) is > 100
2. Modify the Comp Model Summary and Provider score card reports to show 0 % when the Patient Portal Enrollment(Measure 22) is < 0


My expression is as follows:
=FormatPercent(Lookup(22, Fields!Measure_ID.Value, Fields!Target.Value, "Measures"),0)
