In my form, when I move a textbox and after that run the peroject, the form design not change and it's like a primary design.

What can i do?

Rephrase please.

On the menu, goto "Tools...Options"
Select "Projects and Solutions...Build and Run"
Under "On Run, when projects are out of date" select "Prompt to build" or "always Build".
Press OK.

i can't find this way you say that,
in install visual studio 2008 on my system

Look at the standard VS2008 Menu bar.
It runs: "File, Edit, View, " and so forth.
One of those is "Tools". Click it. From the drop down menu, select "Options"
You have now covered the first line of the instructions.
The ellipsis's are standard indications that more will come when you activate this.
