I think the problem is not with the missing dll. Which Crystal Reports are you using? Did u install Crystal Reports in your machine? Check in C:\Windows\Assembly. If crystal reports are installed then it will show up there.

Error message tells the issue clearly. Install proper crystal reports version OR copy correct version of assembly to your application.
