The Default Language would be English.
But you could tab it for a German and Spanish Version.

Are you sure he was talking about interface language?

Hey, she wants it to work in the whole of Europe. I would have given a similar answer as Dave.

Good catch, at first I thought OP might be interested in knowing which technology to build the website in, but it is more plausible that he/she is talking about which natural interface language should be used.
Design a multi-lingual website. Use English as default.

Agree.
Well, it depends. You can use PHP, JSP, ASP, pure HTML. What functionallity would you like to have?

You can pick up the browser language, and present your site in that language (if it is supported, else default language, preferably English).

Well, you need to clarify what you mean by language before you start getting different answers. Oops, too late you already did.

By language, do you mean Programming language or Natural (spoken) language?

If the answer is programming language:
From your question it appears that something exists now. What language is used? Is it possible you can add the new functionality without changing the language? Or do you want to re-write it in different language?

If the answer is Natural (spoken) language:
That depends on your customer base. How about you detect the browser language and set that language as default for the user. I know it is not fool proof, but something to start of. If you can't figure the browser default language, then pick English. In any case save the users choice, so next time it *defaults* to theit previous selection.
