I want to create an Excel file from a html table ,I am able to do that ,but problem is that ,it is not opening in Ipad or Android ,because what is being created is simply a html file with .xls extension ,so MS-Office is able to read it as Excel but not other devices like IOS or Android.

If this is really "simply a html file with .xls extension", you did not convert anything. If this is where you are confused, no "solution" can help you.

I am able to that easily ,but that .xls file is not opening in IOS apps or Android Apps or even in Google Docs,MS-Excel is a very versatile software it can understand and opens it easily with a warning message only .

I mean to say that we can convert html to .xls file but it will not be a pure excel file ,other then MS-Office no software will be able to understands it not even google doc

"Not pure excel file" means not Excel file... No, you simply did not produce any Excel file at all.

Buy GoodReader for your IPad to read Excel format.

even Google doc is not able to read it ,I have a paid software for Android ,but even it is not able to read it.
