How to create a Setup file without .Net Framework

Dear Sir or Madam,

I used VB2010. I would like to know How/what kind of program can be make a Setup file without .Net Framework.

I've been tried Spoon Studio but it can make only portable setup (only one file.exe)
output of the program I got was Big size. or I's might be have another way to set it.

Spoon Studio is a virtualizer - not a "Setup Developer". Little different :)
Try Inno Setup for your Installer

Have you looked at InnoSetup (http://www.jrsoftware.org/isinfo.php) or Advanced Installer (http://www.advancedinstaller.com/feats-list.html)
