Windows 8: How to turn windows Features On/Off automatically through installer.

Hello,

We are using Installshield 2009 Premier edition for our installer. In Windows 8, certain features like FTP, telnet are turned off by default. And we need to enable them manually by going to Control Panel>Programs & features > Turn Windows Features On/Off.
We want to know, whether we can do this automatically through installer. I mean Installer should automatically turn FTP & telnet services "ON" during installation.

If the same can be done through a batch file or C# code then please suggest those too.
