You need to be more specific if you really want us to help you. What languange are you going to use, what exuiptment are you going to be using, what connections are availible etc. You have not even discussed the, perhaps most important aspect, what kind of money can you "throw" at the problem?

Don't post your email address. Also, the 'village people' is a disco group. I know what you mean, but I bet someone makes a joke about it, and you will miss it :-)

It sounds like a worthwhile project, but I'm not sure what help you're looking for. I am not sure why you tagged this 'Linux', if I was going to choose someting to write this under, I'd choose ASP.NET MVC, unless Linux based hosting is easier for you to get. Talk to the people who will use the site for ideas about what should be on it. Talk to us when you're writing it and have specific questions. If you use PHP, you won't find too many people here who do, but there's some.
