How to create drop down menu

Hi. i am sorry if my question sounds stupid but how do i create a functional menu control that when the cursor hovers over it, the menu contents are displayed. all i need is the name of the tool required and how to make it do the desired function. oh! i am using visual studio web developer 2010 express (C#). webpage references would also help. thank you.
