Android or Windows 7

Dear All, I have been doing programming in windows platform (web,desktop) for several past years. now I faced a situation where i have been asked to choose android or windows 7 for a mobile based application where i have no idea about android but as a programmer, I can search to understand.

I am asking your idea or any good reference which i can study and find diference between them.

If you want mobile application on Windows, then it should be Windows 8. The target depends much more on the market except if you already plan to support multiple platforms and someone else would work on the other ones.

I tend to think that Windows 8 might be the most interesting from a programmer point of view while iOS would be the best choice for many applications. Android would make sense if you target a large public.

Thanks, I exactly have no idea about, but i know number of users would be around 3000-5000 which would use the application using smart phones. I would appreciate if you could please provide me the advantage / disadvantage of each OS over each.

and also, I just heard of windows 7 for mobiles but I don't know whether windows 8 for mobiles is released for developers or not?
