I have tried it some years back, that time I was not able to do it. But now it seems that there are some open source and third party tool with the help of which you can do the development. But for testing purpose you need to jailbreak(removing limitation imposed by MAC) your device which will in turn break your warranty. Some of the information for developing MAC code on windows are:

you cannot do iPhone development on Windows Machine. You should get Mac Mini or some other MAC machine for that.

Well, actually, I managed to do Apple development on Windows, but that's under Mono, which is multiplatform with certain limitation; and the code produced on Windows runs on Mac OS X and iOS without recompilation. However, Apple is much more hostile to such development compared to other systems. But basically it all works. For simple programs it's not a problem at all.

If you want to develop on Windows for Mac OS X, iOS or Android: this is not easy, but quite possible. I did some of it.

First, please see my past answer with many useful references:
Programming for ipad/iphone on windows 7[^].

It explains how to use Mono and optionally MonobjC to develop for Mac OS X and iOS.

As to Android, this is possible, too. This is Xamarin product. Unfortunately, unlike the rest of Mono, it is comes at price of $400 and up (at the moment of writing):

Xamarin also provides proprietary Mono implementation MonoTouch for iPhone and iPad:
http://xamarin.com/monotouch[^].

Nevertheless, development on Windows still comes for free, as you can develop and test the applications on Windows, test them on .NET and then on Mono for Windows which is available free of charge. This is not so easy but quite possible.
