That depends upon the hardware you are going to use. If you are going to use the cheaper Voice Modems or similar instruments then TAPI is your choice, which is bit complex to implement due to lack of proper documentation.

If you are going to use the IP Phones (i.e. Cisco), then SIP is the very easy to implement, most of the IP Phones comes with the SDK which is even easier to use. but the Hardware is costly.

You need a server to plug these cards (http://www.voicetronix.com/products.htm).

and then you need ip/sip enabled phones.

for the software part you can still use open source pbx software (http://www.asterisk.org/)
