how to create hyperlinks in user defined function wizard

I noticed a user defined function that had each argument text in blue (like a hyperlink). When you click on it, it pops up a GUI with further information. How can I create something like that? Can it be done in Excel C API? Does it require C#?

Not clear. This is called Intellisense. Do you want to create a text editor which behaves like that, or make Visual Studio to work with some custom language or text like that? How can you do it? By software design and development -- what else do you expect to help you?
