Solution 1

Renaming web.config as web.config1 doesn't "fix your problem", it just stops the system from reading - or even trying to read - the file.

The problem is something in the web.config file, and very likely the result of a recent change you have made to it or to the overall structure of your system - we can't tell.

So start by looking at the file itself, it's just a text based XML file so start by running it through an online XML reader[^] and check that the XML itself is correct. Then check the content, and make sure there isn't anything really silly in there. It's also worth looking at previous versions to see if it's a recent change you made that messed it up.
