Since I can't answer my own question, I will have to explain what the problem was. It was in the format of the method in the contract on the IIS server. Instead of the above SearchCurrentIncidents/{0}/{1}/{2} it was using commas: SearchCurrentIncidents/{0},{1},{2}"... all is well again, until next time. Thanx 4 the help Garth, I did learn a little more on protocals with the URL you sent me.

I have read all about the colors, System.Control, ambient objects. I have done the 'Options' and only found properties that effect the editor. I am talking about the properties on the designer, F4, have to do with defaulting to the desktop properties when the values can not be found.

maybe a little more information: this is a call from a desktop application. It is doing what they used to call 'screen scraping', go figure. It logs on the the website and removes all the html tags/characters. Parses out the specifice data between the tags and then displays it. Don't ask me why, I won't be able to explain to you the misery; I guess there is no web service available. I went and read the article in the answer, thanks, I have no idea what this means, I don't do Web stuff. I do understand what the permissions is all about, but what changed with using the different frameworks?
