I've always used settings for this.

did you do something like

Properties.Settings.Default.myColor = Color.AliceBlue

If you want it to be saved in settings you have to do the next line after changing the setting
Properties.Settings.Default.Save();

What i understand from your code is that you don't know how to get datatable from a database.
do you know how to connect to your database and how to query that database?
you can't get datatable from a session variable.
you have to use the session variabele to query your database and get your table from that query

indeed the second i found impersonation i found those links.
but the problem with this still is that the service will have the same rights as the user that logs in and i don't know if that will be a propblem or not

+ you need to give the service user or computer the clearance to use impersonation/delegation

you can use username authentication with the windowstokenroleprovider or something like that

can you debug your code?

set an debug break at your setter of your ischecked method;
and run your program as debug

if you see that a value is changed then the problem is not your ischecked binding

i don't see anything wrong with this code.

and can you have a try of the (field + 0 ) converts the text/character in the field into an integer?

(Rnum < oRng.Rows.Count) instead of (Rnum <= oRng.Rows.Count)

Did you try explicitly closing the streamwriter within your using statement? (for testing)?

Do you have the log file open with another application?

so ssl for the transport and then maybe a message authentication to see if the user / ... can do the action / actions in the service

Is the project created on the other computer or did you create it with this user?
It is possible that microsoft only gave the creator the rights to execute/change the folder or files in that folder.
Do you know how to see or change rights on a folder?
If you do. You could try to add the user that doesn't have the rights and make him able to change/execute files in that folder and subfolders

If you don't know how to do that i will try to explane how to do it(or find a good tutorial or how to for you)

Can you try starting visual studio as administrator?
Maybe your user doesn't have rights to open files/execute in the folder of your project
