In that Zip file you can find one doc file called "Deploy your application and database", check the step 4 in that file. Its clearly describes how to add that dll to custom action of your msi project.

EncodeHintType.CHARACTER_SET is there but there is no DecodeHintType.CHARACTER_SET in that DLL that why its showing error.In that url there is another dll which having that option.
