I read the documentation for the notify filter over here http://msdn.microsoft.com/en-us/library/system.io.notifyfilters.aspx

Try commenting the handler in the code in codebehind and then in the code view (aspx), remove the attribute OnRowDataBound="grvAgentStats_RowDataBound" and go to the design view, select the GridView and go to its properties, then events, and on the RowDataBound, double click in the empty area to create a skeleton of the handler in the code behind. Paste the commented code and uncomment it.

Yea that might be the case. Even the problem might be incorrect version of the toolkit itself. I believe there are different versions of toolkit for each of the framework type. +5 from my side.

Yes I agree with you but I was in a strange situation where I used the native ScriptManager, and the toolkit control wont work. I switched to ToolkitScriptManager and it worked.
I thought the user might be facing the similar problem hence suggested to try changing that control...

Oh agree with your comment. HTML5 and CSS3 are browser dependent features. Most of the people think that having intellisense means a support in Visual Studio. Hence I provided a link to an extension. Thanks for your point though! :)

I believe that it was because the login page did not have any ToolkitScriptManager on it... It contains the essential scripts required for the AJAXControlToolkit to perform. As it was not loaded, it failed to show the Extender.

When you click the refresh button after a post-back, you submit the data once again. Even the browser shows a warning if you try such things. Saving the data in the database should be only once and to avoid this, I have mentioned a tip in my answer.

I believe some of the resources might not be getting loaded properly. As you mentioned in the code for Home.aspx I believe it is in the root of the website. Hence it must be able to load the scripts and images. The path changes when the hierarchy changes. Please verify that you are able to load the images and the scripts by the tip mentioned above.

I meant to say, check whether the property called Body on the Message object which comes with the EventArgs.
Use the code like this: var msg = e.Message.Body;
and use a breakpoint to analyze whether the msg variable has a text called <%VerifyUrl%>.

It is really strange that popup comes and goes away on the earlier versions. If it did not have any popup, it could have meant a popup blocker... this is not the case though as you have mentioned that popup does show. I actually do not have IE7 or IE8 as I am using Win7... All I can do is try to rely on Developer Tools provided in IE9.
Have you tried any different site with popups on the machine you have mentioned?

OK not an issue, I can help you with that.
On the click event of the button, you can just try to do a Response.Redirect(String.Format("download.aspx?FileId={0}",lnkAttach.Text).
This will be a much simpler solution. Try it.

Yea even I am using VS 2008 and ASP.NET 3.5. Are you getting the error on the page (ASP.NET error) or is it JavaScript error?

Have you copy pasted the code or changed it? It runs fine on my machine, I do get a popup... And yes you have to put that code in LinkButtonClick...

Thanks... Just found the solution to the code. The solution you mentioned works well if they were plain drop down lists (where I could debug everything). But in my case, its using a cascading dropdown extension of the AJAX Control toolkit. I was having a tough time till I found the property actually in the extender itself.

Yea the solution is fine except for the scenario I listed which is I have to implement ASP.NET profile for my site and I want to enable users to search based on the profiles filled in by the users.
