If you use partialview with model passed in then you have to make sure that the model is passed to the partial from all pages.
However , in your case if you are using _layout then you don't have to use partialview because the _layout is automatically shared all the pages.
So you have to re-visit your design and make it simpler.

You have to remember that static is different from instance variables. Static variable holds only one value across all instances.

The easiest thing to do is check the from and to dates for a room.You can decide whether a room is available on a given date by checking the from and to dates.

The error clearly says what the problem is. This is because TotalHours in Timespan and Sum is not happy with that. The solution I gave you is an example and you have to workout how you are going to calculate the total hours. Why is your total hours is Timespan. I would expect it as long.

Whatever you are trying do is not right from what you are saying . You are trying to insert a new record and immediately update the record before commit. The record doesn't exist until you commit. Moreover, if it is a new record , why cant you insert the column value that you are trying to update rather than insert first then update. Doesn't make any sense.

So you are allowing the users to edit the rows in repeater? why do you need a dropdownlist rather than just the saved value.
My suggestion would be show only the saved value and provide a edit button for each row and when the users click on the edit button then load only the ddls in the row.

SignalR gives you the ability to push data to connected clients. It is up to you how you implement it. I think you push the updates to all clients but in the client side check what record is open and update only if the updated data is matching with the record open. So it is possible.

who is your hosting provider? they don't allow you run in full trust mode. I guess you are in shared hosting and most of shared hosting wont let you do it.
Did you try with Trust level medium? why do you need in full trust.
Contact your hosting provider and ask for support.

Are you getting this when you run locally or with web hosting provider. Try removing your <trust level="Full" /> from web.config . This happens if the config section has got allowOverride="false" in machine.config which means you cannot override this in web.config

where will you check the IP addresses? Inside the methods right, if so the clients already accessed the methods. You can only stop them executing the business logic inside the methods but cannot stop them accessing it published methods.
It is better using certificates rather than using IP addresses for identifying clients.
