I personally place the call in the place where I use functions that depend on it. This ensure the correct local is used at all time.
You can use _wsetlocale( LC_NUMERIC, NULL ) to check whether the current value is L"C" and use then use _wsetlocale( LC_NUMERIC, "" ).

That depends on whether it is a 32-bit or 64-bit program.

On a 32-bit Windows it can only be a 32-bit program and the correct folder is "Program Files". On 64-bit Windows it will be in "Program Files" if it is a 64-bit program and in the "Program Files (x86)" folder when it is a 32-bit program.

Windows will not solve this for you. The ExpandEnvironmentVariables function does it suppose to and expand to the standard folder, which is "Program Files" on both versions of Windows.

The second SQL query uses the Log table two times and to keep them apart each of them is given an alias (http://www.w3schools.com/sql/sql_alias.asp). This way we can use a field from each in the DATEDIFF(day, LogIn.Checktime, LogOut.Checktime) statement. If we did not use aliases than the query would not known which field to use.

It might help if you added the code where the st_string variable is initialized and it memory allocated.

As long as you store these dates with the row yourself, you can.
