There is no such thing as C# code for clustering a database. If you are talking about Microsoft SQL Server, you should look at a few technologies there: Always-On (in 2012), Database Mirroring, Fail-Over Partner's and proper Clustering. Depending on your situation, you probably want a fail-over partner or clustering implementation :)
