That website got errors, lots of post back issues and links with under constructions. Ever used it? It irritated me until I regretted registering.
0. Question Bank - some review link not work, and when working the next page is a dead-end, you wont be able to take the test.
1. Discussion Forum- under construction
2. Submit/Ask Question - You are asked to submit a question and answer, if you don't know the answer, you are told to visit the Discussion Forum which is under constructions.
That will be a stress to someone who is having serious issue. So, I had to down-vote your answer.

ProductId, SizeId, ColorId are int? If so, convert the comboboxes; int.Parse(combobox.SelectedValue), what's your error?

I am thinking out load:
The only thing I could think for now is to have an addition column for positions, on saving, check which position you save the position of the row you clicked with your new data, then updated the row positions of every position higher than the clicked (add 1) before reloading the grid with a data sorted by position.
The problem with this approach is performance when the data grow.

I went through your links, I noted that they (might) not answer his/her main question; which is positioning his rows, well I might have not went through the whole details in the links.

Record 5 Add btn
Record 3 Add btn

I also like the way you explain, whether being the Launch or QA you always in detail and never assumes anything. You not only helping but also emphasis the importance of learning. Your style of writing is also tops - direct and clear.

You can still create a config file so you are able to change the connection string at will. I dont see another way. At least you have learn not to hard code the connection string in your application.

In addition, if the expected parameter (by the PopUpForm) has been loaded to the DataGrid, you can get it...
ToWhateverType Parameter = Convert.ToWhateverType(DataGrid.SelectedRows[0].Cells["WhateverIsLoaded"].Value)

Open any Asp page, click the source tape - you will note that all is html. It's the same as the template you have downloaded.
Open you html (template) page in notepad, copy the content and paste to Asp source tap... Add your style sheet, scripts, picture, etc to you solution. Next time learn to use Master pages.
Search CopeProjects for some tutorials.

You did comment to my answer, So, I didn’t see your comment. I only visited your post to check if you managed to resolve it.
Don’t send them the program, only ask him to visit your site and log on if need to be logged to, you will have to give him a password, you can change it later.
I didn’t notices ‘’rrcs-50-84-221-19.sw.biz.rr.com”, yes it will make a difference; I wonder why to your IP address you didn’t specify it on your connection string. One last thing, check if they are using ports and that that to the connection string.
SaqibRasheed859 (solution 2) gave a proper advise, only them can resolve the issue, you have access rights issues. Send them your error message and they should be able to help.
ThePhantomUpvoter (above comment) provided send you a useful link regarding mysql connection strings.

Why you want to convert them? Why not display using format "mm-dd-yyy". I know you said they are datetime type but I doubt it, datetime type will inclued the time. Datetime = date + time.

By filter you mean selecting the value? Use SelectedValue and use the selected value to load the second ComboBox with values matching that value. You database design is important to achieve this... How is your table design? Whats the fields?

Add your data into a DataTable, exactly as you did from "data d = new data()", but this time create a DataTable. Bind that to the Grid --GridView.DataSource and GridView.Databind().

Your problem is not properly explained. I guess "data" is your class - add the save/updates method there, and call it after d.mag = arr[8].

I honestly don't see the difference; maybe I am not looking too deep. How many columns do you have? I see five on top, and five at the bottom. Maybe explain the pipe > "|", does it divide the columns?

Maybe the password is wrong, try change the UserTypeID of the one that is working to Admin and test again. I am trying to understand the "If else statement", I see no difference. I don't think the "else if" statement is useful. If "if" fails, you still trying again the same thing and it will fail again... also label "Lgin.Text" will never be display the error as you are redirecting before display it... I suggest you rework it again from stored procedure... how many UserTypes do you have? I see only 1 and 2 can log on, what about other users? Why not remove the clause "UserTypeID=1 and UserTypeID=2" and return the row, then use the return UserType to redirect you...

Why not? scared of a huge database? Then have another database for images. Storing on folder is also a big risk - what happens when the folder gets deleted? All is lost.

...but when some idiot delete the folder, you are dead. You might have backups but new images will be gone. I will rather have another DB for images, if there will be too many images uploads.

Why you want to put the in one procedure? I would rather have Insert and Update as one, then delete on it own. Delelte is normally an update but only change the status - whether active or not.
