That's not just random keystrokes, he formed actual words. Not a question, but it's his first try so we probably should be lenient. There is no spam there, no abuse - just a "non-question" that indicates to me that he just typed as little as he could rather that try to help us to help him.
I don't think that's abuse, just an inability to ask questions ...

It probably made sense to him! 
Some people have no idea how to ask a question - they assume that we have all the info about their project that they do, so just saying "Notifications in win c#" means we understand what code they have tried, what happened when they ran it, why it didn't work, and what they are stuck with.
That's an education opportunity, not abuse.
Or they are thick as two short planks, but we can't fix that!
