I found some using a quite low profile, posting links in reasonable answers which redirected to a jpg with the spam in another site.

That's a good one too. It is almost like the ones that post links to a CodePlex page and when you read the description of the project, it is just a collection of samples for a commercial product.

Poor developer? No, IMO. You would first have to be a developer. He is relying on others to write his code for him and copy/paste.
Troll? Probably not. A troll posts inflammatory material in order to get attention.
Abuser? Sure he is abusing the system. Getting people to do his work for him. He has obviously learned nothing except post on CP and someone will write his code for him. As long as people allow this to happen, he will continue to do it.
