Both are littered with links to the author's github page - in fact in the latter case, (at least some of) the contents hyperlinks go to the github page rather than to within the article.
Is this site-driving? Should someone have a quiet word? Am I overreacting?

About the links... I do think there is a lot of external links. I don't know if visitors give any kind of profit in github, but if yes... I would think the same as you and go for site driving.
