"there is a problem" ? What problem ?

GDI+ can load and save PNGs. A Graphics object can load the resultant bitmap and put text on it. It's all widely documented online. If you can't use GDI+, or if you have a specific problem, consider telling us what it is, instead of leaving us to guess.
