Uable to load database in cgi when using apache

Hi mates,

I have made a PERL/CGI script and making it read data from a database(POSTGREsql).

Im able to run on Command windows but unable to run it when i start it with localhost using Apache.

I have allow permission for the tables in the database.
I'm running on windows XP pro.

Any help will be greatly appreciated.
