Sharepoint 2019 on VM CEWP apps don't run

I have a VM running SharePoint 2019 developer edition. I have created several lists and a CEWP web app copied from a SharePoint 2013 installation. The app starts but cannot find the lists installed in the same domain. I'm using jQuery REST to retrieve from the list. The access gives a 500 not found error. I built the VM on my personal computer and am an administrator.

What I have tried:

Mostly console log traces to isolate the problem. Lot's of Google search.
