Want to create a blog where others can contribute

hello...

hoping to create a blog, whereby...as the creator of said blog...I write commentaries (in this case, critiques on concerts I attend)...but then others can subscribe & make their own comments.

I am fairly familiar w/ Dreamweaver; & was wondering if there are starter templates out there on the web I can use to create such a blog. [I know enough about coding to make basic edits, but not enough to code an entire site...hence the template question].

nothing, as of yet. (except for trying a responsive template in dreamweaver, which didn't seem to provide for blog input from others)
