TFS states restriction to perticular person......is that possible?

Hi all

I want to know if there is any possibility to restrict the states in TFS cmmi process

Like I have 3 departments:

1.   QA
2.   review commitee
3.   developement

Now I want that if a qa person creates a bug then only development team can tick it as resolved.......all other persons can not make it resolve

or

Pre defined states for persons

Like for review committee i defined the states active and close .....

So when any person in reveiw commitee assign a task , the person cannot resolve it...states showing to them is only active / close...

Is there is any info please help me...

I have googled it alot, can't find any thing...
