Add code/vote sytem to Wordpress widget?

I want to use a few WordPress widgets. Lets take the RSS feed widget as an example. I create the RSS widget and implement it. Now, I create a few more different widgets. Next, I want users/readers to be able to vote on each widget. And then, when widgets are voted on, they would either go to the top of the screen or the bottom of the screen, in the order that they were voted in. Does anyone know of a plugin that could help with this or a way to implement it? Thank you! :D
