how to make EPP3 compatible to utf-8

I need to use utf-8 as charset to display my country's words.

However,I found EPP3 is not compatible with utf-8.So,my problem is that what I can to do,so EPP3 can be compatible with utf-8.

You might do better if you tell us what EPP3 is. Google isn't much help.
