send packet to any one changing IP in ip header in C#

hi,
i have a semester project...
i've to change IP in IP Header and then have to send that packet to any computer on network or any website...
u can say it false pinging or else
in other words i've to ping any one by fake IP.
plz tell me how can i do it...

Pinging itself is quite simple, but this is something else. What should be this fake IP (of really existing computer or not)? Change IP from what to what? Send what packet? What is original packet and where should in come from? Do you clearly understand it yourself?
