Hmmm.
There is no excuse for plagiarism. But I think you guys are ostracizing alot of developers that want to get involved with codeproject. I can absolutely confirm that this guy is a former Microsoft MVP.
I completely understand deleting the article but is it really necessary to close their accounts?

The problem is that if someone is going to claim the credit for someone else's work, how can we trust them? What else have they actually produced themselves; what have they stolen?
CP has tried telling them off, and many of them just came back with "better hidden" plagiarism - so the Hamster Law became "Steal and thy account goes permanently, buster".
And I can understand that: warnings just teach them to be better thieves next time! 
He could always appeal to the Highest Authority if he feels it is unfair that his account is gone - Chris isn't difficult to find - but I think it's pretty clear cut here.
And you have to wonder if that is how he got his MS MVP as well ...  *
* I have no idea what is involved in getting MS MVP status, as I have no real interest in getting it.

Let's have an open discussion about this. I agree with you that the article has some issues. But we just closed the account of the 10th most active author over on C# Corner with 344 articles[^]. Some of his articles have over a million views. I believe the situation could be handled better. The Alexa Rank of C# Corner is over 1000 points higher than codeproject[^] and climbing.
What concerns me the most is that I hardly ever look here in the Spam/Abuse forum but within the last week I have seen some moderation issues that appear to be detrimental to the site.
Would it have been possible to put the article back into Draft? It was his first codeproject article.

From what I've seen, C# Corner doesn't moderate articles for (a) quality, or (b) plagiarism - quite often when you find plagiarism here, the same article is up by the same author on CSC as well as five years earlier elsewhere by a different one.
I'm not here to police CSC, and once time gets its hand in it becomes impossible to be certain of the origin of dubious articles anyway - so it would probably be a waste of time trying to police 300+ articles on a different site. Certainly, when I tell CSC that an article is plagiarised it generally remains there anyway!

And that is the point: it wasn't his!
You'd have to discuss this with Sean / Chris if you want this changed - but they are pretty firm on this one!

Hi David,
I spent years bargaining with plagiarists. I would leave articles up, I would email them, educate them, work with them. Certain things became clear in pretty much every case: They don't see plagiarism as a problem, they only care about having their article published, and they have no interest in fixing the work themselves. This is a site that is built on authors, and not only is it disrespectful to the authors who spent the time to write their articles themselves, it takes up too much time "working with plagiarists" that could be better spent on other authors.
As for C# Corner, I find a number of plagiarism cases originate from there. In addition, C# Corner authors often like to simply republish their articles here, and that's not great for the site either.
I realize Spam and Abuse may seem a little hasty, but it's a reflection of the nature and breadth of problems it's trying to tackle. Individuals can (and often do) appeal through webmaster. I reassess many cases that no one sees behind the scenes.
