Since there is a feature to publish external blogs, we hardly can prevent anyone from using it.
I flagged the article as very poor quality, though. This is the kind of document which only could be useful to OP, since it is dependent on so many factors which can evolve quickly, and which are not even specified (server architecture, sp version, etc...). I doubt it could be useful to anyone besides OP.
Plus, that blue color is awful...
