No activity for three years, and then he decides to resurrect a question from 2011 with an unexplained link to a thread on another site.
I'm not sure whether this is disguised spam, or just rep-point hunting.

Actually... both are reportable, so I suppose it doesn't really matters 
Being solution 2 there is no excuse of "there was a nuked message before that brought it to the top of the list and got an answer by 'I didn't realize' (as it happens from time to time even to experienced users)"
I would see deleted / nuked comments and can't see anything.
The edit around 7 hours ago I suppose is the timestamp when the solution 2 got its 3rd report.
It looks like this user searched that question to post the link, which would go with "on purpose" and land in the spam / site driving.
Maybe @Sean-Ewington can find any more info in the background timestamps / events that exonerates him.
