After some more reading, some articles said that this will be available within addEventListener. So I'm just going with it, should work. I have to wait for my DEV server to become available again to test it.
document.addEventListener("DOMContentLoaded",() => {

    const phoneInputs = document.getElementsByClassName('phoneNumber');
    for (let phoneInput of phoneInputs) {
        phoneInput.addEventListener('keydown', () => {
            formatPhoneNumber12(this.value)
        });
    }

});
