One problem with this is that you need fairly advanced technology to be able to sequence DNA, and therefore this method can only be used to communicate with advanced civilizations. It could not be used, for example, to restart civilization after a collapse to barbarism.

One way around this would be to encode the instructions for building the DNA sequencer on something non-perishable and easily read with low technology (e.g. large monoliths), with a pointer to the DNA cache. How to make the plans comprehensible to the intelligent barbarian is left as an exercise for the alert reader. Smile | :)
